Are traffic tickets to reduce the risk of accidents/public safety or is it trolling for government money?

I often wonder this when I have to go to court and then make a deal with the prosecutor to pay MORE money and get less points on my license, then pay a court cost and a safety fee. It seems to me that maybe the whole thing is not about public safety but more about raising money. Do you agree?

If the government was serious about traffic safety they would make the cost of breaking traffic laws so expensive nobody would break said law. For example if a speeding ticket were 5000 bucks instead of 100 would you risk the ticket? But 100 bucks is manageable and not really a long term deterrent. The government is counting on you to speed again and get another 100 bucks. Same with drunk drivers. 10 Large and nobody will drink and drive. Let's look at red light cameras. It's been proven that when red light cameras have been installed they reduce the time the yellow light is on so cars will get caught to produce more revenue for both the city and the traffic cam operator. It's also been shown that if they make the yellow light stay on just one second longer then red light violations don't occur as often but now nobody is making any money. It's truly all about revenue for the city or state and less about safety in my opinion.
