How do you make a caution tape dress?

I'm going to an ABC party (Anything but clothes) so you have to get creative and find something other then clothes to wear. Like garbage bags, sheets, stuff like that. I wanted to make a caution tape dress. The tips I've seen are where you use black clothing and wrap it in tape. I don't want to use any type of clothing since it's an ABC party not only that but caution tape isn't adhesive.

So what is the best way to go about making a dress like this?

What about like a grass shirt, (like you see in films with native girls) ect.....this is just a belt with lots and lots of strips of caution tape hanging down....just keep adding the tape. Using the same method you could make a top of some sort as well....;
